
Dear Mio Sato, As a CEO of *PARTNERS FOR RESEARCH AND DEVELOPMENT (PRD) PAKISTAN* I am writing this email to express our disappointment and concern about the recent procurement policy that was being implemented by Mrs Umber Gaho working as Focal Point for South and North Hub CCCM Component at IOM Pakistan supervised by Mr Navin Tarki under *Dewatering and Site Improvement Project* which PRD Pakistan also Submitted where as we believe that was not in accordance with the procurement policy of IOM Pakistan and approved international standards of United Nations. As humanitarian aid workers of this Sector, we strongly believe that this policy implemented by Mrs Umber Gaho and Mr Navin Tarki is unfair, unjust and done only to gain some personal interests through organizations in question. Miss Umber Gaho's selection criteria were subjective and arbitrary, PRD Pakistan believes the Proposal on *COMMUNITY RESILIENCE BY DEWATERING AND SITE IMPROVEMENT PROJECT* dated 11-21-2022 for one of the top worst flood hit union council of District Jamshoro which was declared by the Government and the proposal was also passed onto other organization by her inviting them to submit accordingly after we submitted to IOM Pakistan, she has also been collectiving information in the Shelter cluster meeting platforms and have been using the same information regarding the gaps and findings of organizations who were working hard on grassroots with in the communities by volunteers at flood hit areas for collecting data and doing basslines for future possibilities of finding work for the interest of organization. Unfortunately many times Mrs Umber Gaho has been found crossing the line by using this information and taking her favourite organization by signing with them the contracts/MOU's for the districts where they have never worked since the birth of their organizations by using the same information collected from other organizations in the bi weekly and monthly meetings at North and South Hubs. The criteria always seems to be based on personal preferences and biases rather than on objective standards and organization qualifications. This has resulted in many deserving organizations with high capacity being overlooked and discouraged, while others who are less qualified have been given preference in terms of relevant experience and financial capacities with zero human resource and no bank accounts. The selection process lacked transparency and clarity. There has never been any form of communication about the work IOM Pakistan wants to or will implement though any interested partners in the future. This has created an atmosphere of mistrust and uncertainty within the implementing partners, and it undermines the credibility of the Procurement process of IOM Pakistan. Firstly, I would like to highlight that her personal policy has caused inconvenience and frustration to me and many other local implementing partners of Sindh Pakistan. It seems that the steps taken have been implemented without considering the impact it will have on the people and organizations who are working hard day and night to bring change fairly and are deeply affected by it. As a result, it has caused a lot of inconvenience and hardship to many of us. Secondly, I believe that her policy is discriminatory and goes against the values of equality and fairness. It seems that this policy favors a certain organization while neglecting the needs and concerns of the Development sector and the desperate communities of Sindh. This is not the kind of organization IOM Pakistan is and we all feel let down and disappointed by this turn of continuous sick events happening in South and North Sindh by Mrs Umber Gaho. Furthermore, it is evident that the selection process was not inclusive, as it seemed to favor certain demographics over others. This goes against the principles of equal opportunity and fairness, and it is unacceptable in any organization as we hear there is zero tolerance policy for such events under the United Nations and international standards umbrella. I am writing to file a formal complaint against Mrs Umber Gaho and Mr. Navin Tarki for her consistent favoring of incompetent organizations for her personal gains and using IOM Pakistan. As a stakeholder in this Sector, I have personally observed that Mrs. Gaho's decisions have resulted in the selection of organizations that are not qualified and lack the necessary skills and expertise to carry out their responsibilities just for personal gains and are already faced with problems in dewatering activities at various sites in North and South Sindh where IOM Pakistan needed to finally decided to self implement the remaining site improvements as we hear because Mrs Umber Gaho thinks there is no NGOs in Sindh, Pakistan who are capable of executing the work needed to be done. I can give names of the organizations and the site locations where Mrs Umber Gaho is claiming to have worked if necessary which also needs to be thoroughly monitored and investigated by a third party having expertise in Monitoring and Evolution. Despite numerous complaints and objections via email hence why Mrs. Umber Gaho has continued her biased attitude against PRD Pakistan till this day to support her favourite organizations and individuals in ongoing CCCM Trainings being held at Karachi ignoring the very organization who has been facilitating IOM Pakistan by sharing fully furnished office and giving hospitality fever since early October 2022, disregarding the welfare and interests of the Development Sector which needs to be properly investigated before approving more funds on her request by IOM Pakistan. (more information on this can be provided if requested) Moreover, it is clear that Mrs Umber Gaho's actions are motivated by personal gain or interests, rather than the good of IOM Pakistan and the communities of underprivileged as we strongly believe. This is unacceptable behavior from a person in a position of power and trust, and it reflects poorly on the integrity and reputation of IOM Pakistan as a whole. Therefore, I would like to trust and request that you investigate this matter thoroughly and take appropriate action against Mrs. Umber Gaho and the people who are supporting her ill doings within the organization IOM Pakistan on Islamabad Level as we have heard. This may include the revocation of her position or other disciplinary action, as deemed necessary by creating the internal conflict of interest and breach of HR/Procurement policy of IOM Pakistan . It is crucial that we hold our person in question accountable for their actions and ensure that the interests of the Organization are protected and promoted for future fair selection of organizations who are interested to be part of IOM Pakistan and where equal opportunity is given to all deserving organizations.
