| Total damage and re-validation: According to the Government of Sindh (GoS), the floods in 2022 submerged 70% of the province. The tragedy has hit and destroyed 24 of the 30 districts. 12.36 million people have been affected, and 2.1 million homes have been destroyed. 85% of the damaged houses are kacha houses. 2.036 million beneficiaries’ data have been verified through a transparent MIS app-based system. (as of 28 February 2025) Disbursement status: More than 1,000,000 bank accounts have been opened and 940,577 first tranche; 586,485 second tranche; 446,973 third tranche and 296,034 fourth tranche have been received by beneficiaries for housing reconstruction. |  | | ADB Mission visited SPHF Housing Initiative in Sindh by SPHF In February, 2025, the Asian Development Bank mission commenced its two-week visit with an opening meeting at SPHF. The mission aims to assess the progress of the ongoing housing reconstruction, ensuring compliance with social and environmental safeguards. Key agenda items include reviewing the WASH strategy and its implementation plan, monitoring adherence to the gender action plan, and evaluating overall project compliance. During the visit, the ADB team will also engage with SPHF’s implementing partners and consultants to further strengthen project execution. to assess the progress of SPHF’s housing initiative. The team met beneficiaries, visited houses, and engaged with Village Reconstruction Committees (VRCs) in various villages of Shaheed Benazirabad, Sehwan, Jamshoro, Sujawal and Thatta. | | | SPHF and UNIDO Partner to Strengthen Climate-Resilient Infrastructure in Flood-Affected Districts of Sindh SPHF and UNIDO - United Nations Industrial Development Organization signed an agreement on February 24, 2025, at Sindh Chief Minister House, under the EU-funded (European Union in Pakistan) PAIDAR program, to strengthen climate-resilient infrastructure in flood-affected districts. This collaboration focuses on GIS mapping to gather critical socio-economic data, developing communal infrastructure in 150-173 villages, creating climate-resilient model villages, and advancing green growth initiatives to ensure a sustainable and data-driven recovery. The session covered key topics, including sustainable building materials, energy-efficient design principles, and best practices for MSMEs in the construction sector. | | | | | | | | | Islamic Relief Pakistan turned temporary huts into the model village in flood affected areas of Mirpurkhas, Sindh, Pakistan A total of 60 shelters and latrines were constructed for vulnerable, flood-affected families, including a model village for 43 families. Through coordination with another project, these families were also supported in securing land ownership, addressing longstanding land tenure issues. The initiative improved the living conditions of 3,763 individuals, including 1,203women, 1,063 men, 716 boys, 781 girls, and 42 persons with disabilities (PWDs)in the flood-affected areas of District Mirpur Khas, Sindh, Pakistan. The project followed a community-led integrated approach, incorporating disaster-resilient infrastructure such as 60 shelters with latrines, two water ponds, two disaster risk reduction (DRR)–resilient community centers, and an open safe space for a park. Additionally, eight ultra-filtration units and eight hand pumps were installed to ensure access to safe drinking water for local communities. To further enhance community resilience, 28 health and hygiene sessions were conducted, and family hygiene kits, including menstrual hygiene management (MHM) items, were distributed. Strengthened community organizations have since initiated a stitching center, engaged in tree plantation, and started growing vegetables in kitchen gardens. Additionally, they have received support for various livelihood activities through other projects, fostering long-term sustainability and self-reliance. |

| | | Cultivating Hope: Rubina’s Journey to Sustainable LivelihoodIn the flood-prone village of Bachu Wahan, UC Mureed Lakhair, 45-year-old Rubina Nizam Deen affected during floods 2022, her family of six was struggling to normalize things. Hope arrived through the Early Recovery Support (ERS) project by CARE Pakistan, implemented by FRDP, which trained 1,100 women in Taluka Khairpur Nathan Shah and Mehar in nutrition awareness and kitchen gardening. With guidance from agriculture experts, Rubina learned composting, bio-pesticide production, and organic vegetable cultivation. Armed with new skills, she transformed 1400sq feet of land into a thriving vegetable garden, securing both food and income for her family, earning around PKR 15,000 monthly. Encouraged by her success, she expanded her cultivation, further strengthening her financial independence. Rubina’s story is one of resilience, reflecting the determination of women in Dadu who, despite the hardships of the 2022 floods, are reclaiming their lives through sustainable farming. | | | | A Settlement Planning Guideline Book These guidelines have been structured to reflect the sequence of events when responding to a situation that requires settlement planning of existing or new areas. Since these guidelines have been developed based on experience gained through a pilot project titled climate resilient settlement planning in Deh Kamangar, Taluka Mehar, District Dadu, Sindh, there are considerations that may not be applicable across the board. However, it is hoped that these guidelines will provide answers where possible and identify questions that need to be considered when undertaking a settlement planning project/programme in its entirety. Cultural norms and discrimination often hinder these rights, exacerbated by conflict and displacement. Shelter programs must offer suitable housing, address legal barriers, prevent eviction, and employ inclusive, collaborative approaches. Advocacy should target gender-responsive laws, joint marital property rights, and alignment with international human rights standards.
